I had a strip of .39 cent stamps that got stuck under a floor mat...when I found them they were a bit mangled...but since they were unused I thought I could exchange them..same way u might exchange a torn dollar at the bank...yet this lady & her supervisor balked & hemmed & hawwed..& finally said "nah, I don't think so.." never citing any official policies...it was very "mom & pop" style..I figured there must be an applicable rule about it, not just whether the local po "feels like it" or not... so I went online & found the following..which suggests they DO have an obligation to exchange under certain circumstances...if they had cited this policy in favor or against they would have seemed more professional... "...Stamps that are damaged or otherwise unusable for postage (because of humidity, moisture, or other causes) while in a customer's possession may be considered for exchange if the following conditions are met: Unusable stamps accepted from a customer under these conditions must those on sale at local offices within 12 months before the transaction. Quantities of the same denomination over $10 must be returned in the sa configuration as when bought, i.e., sheets, coils, booklets. configuration as when bought, i.e., sheets, coils, booklets.
